The second of the two settings

Low, normal and high are usually read as three difficulty settings. They are not. The grid, the paths and the probability of every slot are identical under all three. What changes is the row of numbers printed beneath the slots, and BGaming publishes the same 99% return to player for all three settings of its own version.

What the control is actually wired to

Take a 16-row board and set it to low risk. Drop a ball. The probability it lands in the centre slot is 12,870 out of 65,536, or 19.64%.

Now set the same board to high risk and drop another ball. The probability it lands in the centre slot is 12,870 out of 65,536, or 19.64%.

Nothing moved. The grid has the same number of rows, so the ball makes the same number of decisions, so the number of paths ending in each slot is the same binomial coefficient it was before. The derivation of those coefficients is on the page about the mechanism, and it depends on the row count and on nothing else whatsoever.

What did change is the strip of numbers printed under the slots. That strip is the paytable, and the risk control swaps one paytable for another.

Three paytables over one machine

A paytable assigns a multiplier to each slot. The centre slot, being the one the ball reaches most often, always carries the smallest one — commonly less than the stake, which is where the house's margin is collected. The outer slots, being the rarest, carry the largest.

Moving from low to high risk redistributes those numbers. The centre gets smaller and the ends get larger, and the ends are where the headline figure on any Plinko marketing page comes from. BGaming publishes a maximum multiplier of ×1,000 for its Plinko alongside a return to player of 99%, and it publishes that return-to-player figure for the game rather than for a setting.

That last point is the one worth carrying away. If the probabilities are identical under all three settings, and the stated return is identical under all three settings, then the paytables have been written to be worth the same amount. What differs is how the same expected value is distributed: concentrated into frequent small returns at one end of the control, spread out into rare large ones at the other.

Why "risk" is a fair name and "difficulty" is not

The word risk is doing honest work here. Under a high-risk paytable, more of the outcomes are worth less than the stake and a small number are worth a great deal more, so the spread of results around the average is wider. That is what risk means in its ordinary statistical sense: variance, not disadvantage.

What the setting is not is a difficulty selector. There is nothing to be better or worse at, no skill being tested, and no state carried from one drop to the next. Each drop is independent of every other drop, and each row's decision is independent of every other row's.

That independence has a consequence people find counterintuitive, so it is worth writing down. A board that has just produced ten centre results in a row is in precisely the state it was in before those ten drops. Nothing is due. The distribution described on the odds page is the distribution of each drop taken on its own, not of a session taken as a whole.

The two controls do not interact

Rows and risk act on different objects, and it is easy to lose that fact in the middle of a sentence.

Rows fix the probabilities. Sixteen rows produce a certain spread across seventeen slots, and that spread is the same whichever paytable is loaded. The full effect of moving that selector is on the rows page.

Risk fixes the payouts. A given paytable assigns numbers to the slots that exist, and it does so without knowing or caring how likely each of them is to be reached.

Change one and the other is untouched. There is no combination of the two that produces an effect neither could produce alone, and this site names no combination as preferable.

What no risk level can change about the account

The paytable is the last thing in this transaction that is decided by the game. Everything after it is decided by the operator's documents, and those are not settings anyone can move.

Whether identity documents will be requested, and at what amount, is written in a clause: two of the ten operators on this site name a figure and seven name none, which is set out on the verification page. A high multiplier under a low ceiling is a number that cannot leave the account in one piece. That is not an argument for any setting; it is a reason to read a different document than the one on the game screen. Questions people type about the board

Does high risk make the edges more likely?
No. The probability of every slot is fixed by the number of rows and by nothing else. Under any risk setting on a 16-row board, the outer slot is reached by 1 path in 65,536. High risk changes what that slot pays, not how often the ball arrives there.
Which risk level is best?
That is not a question this site answers, and not because of caution. There is nothing in the arithmetic that would make one setting better than another: the same board sits under all three, and the studio publishes one return-to-player figure covering all of them. A page that names a best setting is describing a preference, not a fact.
Does the risk setting change the house edge?
BGaming publishes 99% return to player for its Plinko without splitting that figure by risk level, which is a statement that the setting is not where the margin lives. Other versions are other games, and only their publishers can say what their figures are.
Can risk and rows be set independently?
Yes, and they act on different objects. Rows determine the distribution across the slots. Risk determines the payouts attached to those slots. Neither one modifies what the other does.
